Electrical installation work in India requires the appropriate license and approval from the relevant authorities. Rule 45 of the Indian Electricity Rules, 1956, along with the Electricity Act, 2003, sets out requirements for electrical contracting and installation work. Two Types of Electrical Licenses Often Required Together
In most states, a valid Supervisor Certificate must be associated with an Electrical Contractor License. These two credentials generally work together and are not alternatives.
Electrical Contractor License
Authorizes a business or individual to legally undertake electrical contracting, wiring, and installation work on a commercial basis, within the scope permitted by the license class.
- Class-based on voltage and installation type (see below)

- Renewable annually to every few years, depending on the state
Electrical Supervisor Certificate of Competency
A personal, examination-based competency certificate confirming an individual is qualified to supervise electrical installation work, issued by the state's Board of Examiners under Rule 45.
- Requires a Degree/Diploma in Electrical Engineering, or several years of verified practical experience
- Typically valid up to 10 years, renewable
- Class I (Supervisor) generally requires prior Class II (Electrician) qualification and experience

This is the common national baseline under Rule 45 and CEA Regulations, 2010 — exact class names and voltage thresholds vary slightly by state.
“One Nation, One Licence” — A Reform Worth Watching
Electrical licences are currently issued and valid on a state-by-state basis, requiring a fresh licence for each state you operate in. The Central Electricity Authority has proposed “One Nation, One Licence” for electrical contractors, aiming for nationwide licence validity so a licence issued in one state is recognised across others — similar to how wireman and supervisor certificates already carry limited interstate recognition in some cases.
The proposal is still progressing through state adoption, so today’s practical reality is still state-by-state licensing. AQSPL tracks this development and will update clients directly if and when it changes how licensing works.

Who issues the Electrical Contractor License in India?
The license is issued by the State Electrical Inspectorate or Electrical Licensing Board of the state where you operate, under the authority of the Electricity Act, 2003, and supervised nationally by the Central Electricity Authority.
What is the difference between Class A, B, and C electrical licenses?
Class C covers domestic single-phase wiring up to 250V, Class B covers commercial low-tension three-phase installations up to 650V, and Class A covers high-tension industrial installations above 650V up to 33 kV. Some states also define a Class D for minimal-scope work.
Is a Supervisor Certificate of Competency required to get a Contractor License?

Is an electrical contractor license valid in every state, or only where it was issued?
Currently, licenses are generally valid only in the issuing state, requiring a separate license or endorsement to work elsewhere. A "One Nation, One License" reform has been proposed to change this, but state-by-state licensing remains the practical reality today.
What happens if I undertake electrical work without a valid license?
Unlicensed electrical work is illegal under the Electricity Act and can result in penalties, and in cases of negligence causing injury or death, imprisonment of up to 3 years under related criminal provisions — in addition to disqualifying you from tenders and DISCOM approvals.
